Thalikkottai Rajuthevar Baalu was born on March 15, 1946, in Tamil Nadu. He pursued higher education in science and law, which later supported his engagement with legislative and administrative matters. Baalu entered politics through the Dravidian movement and became associated with the Dravida Munnetra Kazhagam at a young age. His early political work focused on party organisation, ideological outreach, and constituency-level engagement, helping him establish a strong base within DMK structures.
He entered Parliament in the 1990s and gradually emerged as a prominent national-level representative of the DMK. Over successive terms, Baalu became known for his consistent parliamentary attendance, participation in debates, and familiarity with legislative processes.
Between 2004 and 2009, Baalu served as Union Minister for Shipping, Road Transport, and Highways in the United Progressive Alliance government. During this period, he was involved in policy initiatives related to national highways, port infrastructure, and transport connectivity.
