S. R. Rajakannappan was born on 31 July 1948 in Adhappadaiki, Sivaganga district, Tamil Nadu, India. He started his political career with the All India Anna Dravida Munnetra Kazhagam party after J. Jayalalithaa became its leader, and he won his first election as an MLA from Tiruppattur constituency in 1991. He worked as a minister during his time, when he managed important government departments, which included public works, highways, and electricity services for the state.

Rajakannappan has won elections to the assembly through various political parties throughout his political career. He established his political party, Makkal Tamil Desam, in 2006, but later he shut down the party to become a DMK member who won the Ilayankudi Assembly seat as a DMK candidate. He left his position in 2009 to join AIADMK for a short time so he could run for the 2009 Lok Sabha election from Sivaganga. He became a DMK member again and won the election as MLA from Mudukulathur in 2021.

Rajakannappan has held ministerial positions in the 2021-2026 DMK government, which Chief Minister M. K. Stalin leads, and he managed the welfare departments for Backward Classes, Most Backward Classes, and Denotified Communities before taking on his duties for Higher Education.

Rajakannappan continues to serve as a legislative member and minister while he represents his constituents from Mudukulathur and works within the state government until 2026.
