Becharam Manna was born on 12 February 1972 in West Bengal. He entered public life through grassroots political activism in Hooghly district and gradually established himself as a local Trinamool Congress organiser. His early political engagement focused on rural mobilisation and constituency-level organisation building.

He was elected as MLA from the Haripal Assembly constituency in the 2011 West Bengal Legislative Assembly elections as a candidate of the All India Trinamool Congress, during the party’s landmark electoral victory. His win marked his first entry into the West Bengal Assembly and positioned him among emerging regional leaders within the party.

During his tenure after 2011, Manna served as Minister of State in the Government of West Bengal, handling responsibilities under a state department. His ministerial role reflected his growing stature within the ruling party structure.
