Aroop Biswas was born on 5 October 1964 and completed his B.Com from New Alipore College before entering public life. He began his political involvement with student politics and later became a close associate of Mamata Banerjee, joining the All India Trinamool Congress (AITC). His education and early organisational work laid a foundation for his long political career.

Biswas was first elected as the MLA from Tollyganj in 2006 and went on to secure re-election in 2011, 2016, and 2021, establishing a strong electoral presence in his constituency. Throughout his legislative career, he has been known for sustained constituent support and active engagement in state politics.
