Dr. Saumen Kumar Mahapatra was born on 6 December 1958 in West Bengal, India, to Late Santosh Kumar Mahapatra. He pursued higher education, including a B.Sc. (Hons), M.Sc., and Ph.D. from the University of Calcutta, completing his doctoral studies in 1988, before entering public life.
Before his political career, Mahapatra worked in the Government of West Bengal’s Education Directorate and retired as a voluntary pensioner. His academic background and administrative experience provided a foundation for his later work in public office.
He entered electoral politics with the All India Trinamool Congress (AITC) and won the Pingla Assembly seat in 2016, defeating the incumbent candidate. His legislative role focused on regional development in Purba Medinipur district, engaging both party and civic initiatives.
Mahapatra’s tenure has included ministerial duties related to Water Resources and Irrigation & Waterways, addressing critical water management and rural infrastructure issues in the state. He has also participated in community events and cultural programs in his constituency.
As of 2026, Mahapatra remains an elected MLA from Pingla, actively involved in legislative responsibilities and constituency development, representing local interests in the West Bengal Legislative Assembly.
