Dr.‍‌‍‍‌‍‌‍‍‌ Mukesh Roshan was born on 12th May 1985 in Hajipur, Bihar. He went on to study dentistry and completed his Bachelor of Dental Surgery (BDS) degree. His academic qualifications became a stepping stone for his later contributions in the health sector.

Dr. Roshan made a political debut in the 2020 Bihar Legislative Assembly elections when he ran for the Mahua constituency as an RJD candidate. He defeated the predecessor, Tej Pratap Yadav, and thus has been serving as the MLA ever since. His lawmaking focus comprises the upgrade of healthcare and educational services, as well as the solution of infrastructural problems in his constituency.

In November 2025, Dr. Mukesh Kumar Raushan of the RJD ran for re-election in Mahua, but fell short, receiving 42,644 votes while his main rival Sanjay Kumar Singh won decisively.
