The politician was born on October 17, 1966, at Udaipur, District - Lahaul & Spiti. He has earned M.Phil., Ph.D. and D.P.M. degree from HP University, Shimla. Beside politics, Ramlal is into agriculture and social work as well. Apart from this, politician Markanda has encouraged Youths for blood donation, moreover, he himself donated blood for 21 times.
