Vasudevan Sivankutty was born on 10 November 1954 in Cheruvakkal, Thiruvananthapuram district, Kerala to M. Vasudevan Pillai and P. Krishnamma. He completed a Bachelor of Arts (B.A.) at Sree Narayana College, Chempazhanthy and a Bachelor of Law (LL.B.) from Kerala Law Academy, Thiruvananthapuram. Early in life, he became actively involved in student politics through the Students’ Federation of India (SFI), eventually holding leadership positions including District President, State President, District Secretary, State Secretary, and All India Joint Secretary within SFI.
Sivankutty began his formal political career in local governance, serving as Ulloor Panchayat President and later as Mayor of Thiruvananthapuram Corporation. He gained wider prominence within the CPI(M) as a State Committee Member and as State Secretary of the Centre of Indian Trade Unions (CITU) Kerala, reflecting his deep roots in labour organisation and grassroots activism.
He entered state electoral politics successfully in 2006, winning the Thiruvananthapuram East Assembly constituency. In 2011, he was elected MLA from Nemom, a seat he represented until 2016, when he lost to Dr. O. Rajagopal of the BJP. Sivankutty regained Nemom in 2021, defeating prominent rivals, and was appointed Minister for General Education and Labour in the Kerala cabinet under Chief Minister Pinarayi Vijayan.
As minister, he oversees General Education, Labour and Skills Department, and related social sectors. Sivankutty has launched development projects in his constituency and been involved in policy decisions on education and labour issues, navigating debates such as participation in national schemes and public sector reforms.
As of 2026, he continues in his legislative role and cabinet office, prioritising education access and workers’ rights.
