P. Shanmugam is a politician and trade union leader from India and Tamil Nadu who is holding the position of the State Secretary of the Communist Party of India (Marxist) [CPI(M)] at present. Hailing from Peruvallanallur village, Tiruchirappalli district, he was born on 6 August 1960 and started his journey in politics as a student activist in the Students’ Federation of India (SFI) while he was a student at Ramasamy Tamil College, Karaikudi.
He fought for the rights of Dalits, tribal people, and farmers, and in 1992, he established the Tamil Nadu Tribal Association. Additionally, he was instrumental in the process of the Vachathi tribal women assault case, which is considered to be one of the major human-rights cases in the history of Tamil Nadu, thereby, court victory was obtained for the tribal women of Vachathi.
Shanmugam has been the main force and leader for the CPI(M)'s mass fronts, such as the All India Kisan Sabha (AIKS), for he was the General Secretary of the Tamil Nadu unit for more than 13 years. The consistent work that he has done among the rural communities, farm labourers, and the marginalized social groups has been the reason why he has been acknowledged as a leader of the grassroots people and a leader who is deeply involved in and committed to social justice struggles.
Shanmugam was democratically appointed as the State Secretary of CPI(M) Tamil Nadu in January 2025, and thus he became the first Dalit to hold this position. Being the head of the state in this party, he is still pushing for equality, labour welfare, inter-caste unity, and land reforms, and at the same time, he is consolidating the party's independent political identity in the whole of Tamil Nadu.
