Hulas Pandey was born on 31st December, 1976, in Nawadih village, Rohtas district, Bihar. He is the third of four brothers. According to some reports, he ventured into the 'world of crime' following the murder of his father, Kameshwar Pandey. His elder brother, Sunil Pandey, is also a prominent political figure and former MLA, known for his strongman image in Bihar politics. Hulas Pandey began his political career by successfully contesting elections from the Ara-Buxar local authorities constituency, becoming a Member of the Legislative Council (MLC) in 2009. He was elected as an MLC on a Janata Dal (United) ticket in 2010.

He transitioned politically, eventually joining the Lok Janshakti Party (Ram Vilas). In the 2015 elections, he faced defeat against Radhacharan Seth. He also contested the 2020 Bihar Assembly elections from the Brahampur constituency in Buxar on an LJP ticket but lost to Shambhu Nath Yadav of the RJD.

Pandey has been embroiled in various controversies throughout his career. In December 2023, the Central Bureau of Investigation (CBI) filed a supplementary chargesheet against him in the 2012 Brahmeshwar Mukhiya murder case.
