H. C. Mahadevappa was born on April 20, 1953, in Hadinaru village, Nanjangud taluk of Karnataka, to Chikmadaiah and Mahadevamma. He pursued an MBBS degree from JJM Medical College, Davanagere, before entering public life.

He began his political career with the Janata Party and later moved through the Janata Dal and Janata Dal (Secular) before joining the Indian National Congress in 2008. He first won the T. Narasipur Assembly seat in 1985, marking the beginning of a long political career.

Between 1994 and 1999, he served as Karnataka’s Health and Family Welfare Minister under the governments led by H. D. Deve Gowda and J. H. Patel. Later, in the 2004 coalition government, he handled the Rural Development and Panchayat Raj portfolio, expanding his administrative experience.

From 2013 to 2018, he served as Minister for Public Works, Ports, and Inland Transport in the Siddaramaiah-led government, playing a key role in infrastructure development across Karnataka. He represented T. Narasipur multiple times between 2004 and 2018. After returning to the Vidhana Sabha in 2023, he was inducted into the cabinet and assigned the Social Welfare portfolio.

As of 2026, he continues to serve as a Cabinet Minister and MLA, actively involved in governance and welfare policies.
