Anand Mishra was born on June 1, 1981. Although his ancestral roots are in Jigna, Itarhi, Buxar, and Prasaunda, Shahpur, Bhojpur in Bihar, he was born in Kolkata, West Bengal, where his engineer father, Param Hans Mishra, worked for Hindustan Motors Company. His mother was Late Shanti Mishra. He completed his matriculation from Hind Motor Education Centre and higher secondary studies from Hind Motor High School in West Bengal. He pursued Political Science (Hons.) from St. Xavier's College, Kolkata, and later earned a Master's degree in Police Management from Osmania University, Hyderabad.

Before joining the IPS, Anand Mishra passed the West Bengal Civil Service Exam in 2005 and served the West Bengal government until 2010. In 2010, he successfully cleared the UPSC Civil Services Exam with an All India Rank (AIR) of 225, joining the Indian Police Service in the 2011 batch under the Assam-Meghalaya cadre. During his 12-year tenure as an IPS officer, he held significant positions such as Superintendent of Police (SP) in districts like Charaideo, Dhubri, Nagaon, and Lakhimpur. He was known as an 'encounter specialist' and 'Assam's Singham' for his tough stance against insurgency, corruption, drug peddling, and organized crime.
