Rathin Ghosh was born on 15 December 1958 in West Bengal, India, to Santosh Kumar Ghosh. He completed his education up to 12th grade and is primarily engaged in social work and public life. His early grassroots involvement saw him enter civic politics with active local engagement.

Ghosh began his political journey with the Indian National Congress before joining the All India Trinamool Congress (AITC) in 1998. Soon after, he contested and won the Madhyamgram Municipality election, defeating the ruling Left Front and becoming the first TMC Chairman in the North 24 Parganas district, a significant early milestone in his career.

Between 1998 and 2004, Ghosh served multiple terms as a councillor and three terms as Chairman of Madhyamgram Municipality, establishing himself as a strong local leader credited with development initiatives across the municipal area. His leadership helped solidify TMC’s presence in the region ahead of state-level politics.
