Pulak Roy was born on 19 December 1965 in West Bengal and is a graduate with a Bachelor of Arts (B.A.) degree. Before politics, he was engaged in business and became active in grassroots political work in the Howrah district. His father’s name is Chandi Charan Roy.
Roy entered electoral politics with the All India Trinamool Congress (TMC) and won the Uluberia Dakshin Assembly constituency seat in the 2011 West Bengal Legislative Assembly election. He subsequently retained the seat in 2016 and 2021, establishing long-term support in his constituency.
Following the TMC’s victory in the 2021 West Bengal Assembly elections, Roy was appointed a Cabinet Minister in Chief Minister Mamata Banerjee’s government. On 10 May 2021, he assumed charge of Public Health Engineering, and from 9 November 2021, he also took responsibility for Panchayat Raj and Rural Development, playing a role in state infrastructure and rural governance policy.
As minister, Roy has overseen initiatives aimed at improving water supply systems, piped water access, and rural civic service camps, strengthening direct citizen engagement through programmes such as Duare Sarkar and Amader Samadhan.
As of 2026, he continues as a Cabinet Minister and MLA, focusing on these areas of public engineering, local governance, and rural development.
