N.​‍​‌‍​‍‌​‍​‌‍​‍‌ Rangaswamy was born on 23 July 1950 in Puducherry (then Pondicherry) in a simple family that was deeply rooted in the local community. The environment and the situations in which he grew up were those of hardworking people who were struggling in the Union Territory of daily facing issues such as local infrastructure, basic civic amenities, and the socioeconomic fabric of a small town. His early experiences had an impact on his political perspective, especially on the subjects of grassroots governance and regional identity.

At first, Rangaswamy engaged in politics through the assistance of the residents in Puducherry. For the first time, he cooperated with the forces in regional politics that aimed at solving the problems of local development rather than national politics. As a matter of course, he gained the support in the local community, especially among the people in the villages and those poor and illiterate, by making governance, local welfare, and public service reachable for everybody.

His political career was efficiently promoted with his first term as Chief Minister of Puducherry in 1996. He was very diligent during his second tenure; he continued to prioritise regional development and reforms in the local administration. The welfare projects and the activities that were targeted at elevating the living standards, public amenities, and local civic infrastructure were the main focuses of the government. His leadership style during these years helped him deepen the image of himself as a regional leader coming from the local realities and being committed to public service directly.

During all these years in public life, Rangaswamy has combined the two aspects of his personality- one of the regional identity politics and the other of governance pragmatism. He has been able to preserve his strong local connection, and through that, the rural and the less-privileged communities have been given a voice in governance and administration. His long journey in politics has equipped him with the experience in governance, party building, alliance politics, legislative management and regional aspirations.

As per Rangaswamy's status in 2025, he is still ranked as a senior local leader spearheading the AINRC and a major stakeholder in the politics of Puducherry. This has been possible due to his existence throughout the years, starting from the strong base he had in the grassroots, and then going through the period of his governorship, and later still, his public appearance. Observers consider him a bridge between the politics of the older generation, which were based on regional issues and the changing demands for development and administrative ​‍​‌‍​‍‌​‍​‌‍​‍‌accountability.
