Vinay Bihari was born on 5 January 1970, in Bihar. His early life saw him develop a passion for music and performing, an interest that initially met with disapproval from his father, who was a teacher. Despite this, Bihari persevered, completing his intermediate education in the first division in 1989 and going on to become a graduate.

He carved out a successful career in the Bhojpuri entertainment industry as an actor, musician, director, producer, singer, and lyricist. He has written lyrics for over 300 films and dialogues for more than 50, in addition to acting in over 15 films. His debut music album, "Champaran Ke Babu," marked his entry into the industry.

Bihari transitioned into politics, demonstrating remarkable success by winning three consecutive elections from the Lauriya assembly constituency in Bihar. He first won as an independent candidate in 2010. Following this, he joined the Bharatiya Janata Party (BJP) and secured victories in the 2015 and 2020 assembly elections under the party's banner.
