Vinay Bihari was born on 5 January 1970, in Bihar. His early life saw him develop a passion for music and performing, an interest that initially met with disapproval from his father, who was a teacher. Despite this, Bihari persevered, completing his intermediate education in the first division in 1989 and going on to become a graduate.
He carved out a successful career in the Bhojpuri entertainment industry as an actor, musician, director, producer, singer, and lyricist. He has written lyrics for over 300 films and dialogues for more than 50, in addition to acting in over 15 films. His debut music album, "Champaran Ke Babu," marked his entry into the industry.
Bihari transitioned into politics, demonstrating remarkable success by winning three consecutive elections from the Lauriya assembly constituency in Bihar. He first won as an independent candidate in 2010. Following this, he joined the Bharatiya Janata Party (BJP) and secured victories in the 2015 and 2020 assembly elections under the party's banner. In the 2020 election, he defeated RJD's Rankaushal Pratap Singh, securing 57,351 votes.
Throughout his political career, Vinay Bihari has been known for his unique approach to public representation and his occasional controversial actions. He famously protested in 2017 by stripping to his underwear in the Bihar Assembly to demand the construction of a 44-kilometre road in his constituency. He has also served as the Minister for Art, Culture & Youth in the Bihar state government. However, his career has not been without controversy; he has faced criminal charges, including one related to punishment for theft and another for the sale of obscene books. In August 2022, an FIR was registered against him and his wife, Chanchala Bihari, for celebratory firing, and their anticipatory bail was subsequently rejected.
In November 2025, Vinay Bihari won the Bihar Legislative Assembly seat from Lauriya, polling 96,510 votes and defeating his closest rival Ran Kaushal Singh by 26,966 votes, marking a significant electoral achievement.
