Ratul Patowary hails from Belsor village in Nalbari district of Assam. He is the son of Basistha Patowary and has been active in public life through legal practice and political engagement. He pursued a Bachelor of Laws (LL.B.) from University Law College, completing his degree in 2009.
He is affiliated with the Indian National Congress and has been involved in grassroots political activities, including party organisation and constituency-level outreach. Alongside politics, he practices as an advocate, contributing to legal and public matters in the region.
He entered electoral politics by contesting the 2021 Assam Legislative Assembly election from the Dharmapur constituency (now Tihu), marking his first major electoral attempt.
His political work has focused on local engagement, voter outreach, and participation in party initiatives across the Nalbari district. He has continued to build his presence within the Congress party through organisational involvement and public interaction.
In the 2026 election, Ratul Patuwary contested as the Indian National Congress candidate and lost after polling 74,359 votes. He was defeated by Bharatiya Janata Party candidate Chandramohan Patowary, who secured victory with a margin of 26,496 votes.
