Kavi Tejpal Singh Tulsi, born on November 7, 1947, in Hoshiarpur, Punjab, is a distinguished figure known for his contributions to law, public service, and literature.
In 1990, Tulsi embarked on a prominent legal career, serving as the Additional Solicitor General of India until 1996. From 2010 to 2012, Tulsi assumed the role of Vice-Chairperson at the Law Commission of India. In February 2014, Tulsi's expertise and dedication were recognised as he was nominated to the Rajya Sabha, the upper house of the Indian Parliament. In April 2020, Tulsi was elected to the Rajya Sabha for a second term. He was appointed to the Committee on Personnel, Public Grievances, Law, and Justice.
With extensive experience as a Special Public Prosecutor in Punjab and Assam, he has been entrusted with the responsibility of upholding justice and prosecuting 'A' grade terrorists and insurgents as a Special Counsel appointed by the Delhi Police. His legal career spans significant cases including Operation Black Thunder, the attempt on the life of J.F. Ribeiro, and the Talwara Bank Dacoity.
Furthermore, he has represented diverse interests before more than 10 Constitution Benches in the Supreme Court of India, addressing critical matters such as the Constitutional validity of TADA, cases stemming from the assassination of former Prime Minister Shri Rajiv Gandhi, and various other terrorist and communal organisations.
Additionally, he has served as counsel for the Union of India, CBI, IB, and RAW in significant inquiries such as the Jain Commission, Liberhan Commission, and the ISRO case in the Kerala High Court. His dedication extends to pro bono work, notably securing historic compensation for victims of the Uphaar Tragedy.
Beyond his legal and political endeavours, Tulsi is also a prolific writer, having authored seminal works such as "Tulsi’s Digest of Accident Claims Cases" and "Goswami and Tulsi’s Landlord & Tenant Cases," which have been published by the Eastern Law House. He has also contributed over 100 articles to leading national newspapers and legal journals.
In addition to his professional pursuits, Tulsi is an avid tennis player and fitness enthusiast. He is a member of institutions such as the India International Centre, the India Habitat Centre, and the Delhi Gymkhana.
