Jogen Mohan was born on 1 January 1963 in Assam. He completed his Bachelor of Arts degree before entering public life through political and social engagement in the Mahmara region.
He was first elected to the Assam Legislative Assembly in 2016 from Mahmara as a Bharatiya Janata Party candidate, marking a significant electoral shift in Upper Assam politics.
During the Sarbananda Sonowal-led government (2016–2021), he served as Cabinet Minister for Revenue & Disaster Management, overseeing land administration and disaster response frameworks.
He was re-elected in 2021 from Mahmara and inducted into the Himanta Biswa Sarma-led cabinet, where he has been associated with departments including Hill Areas Development.
As of 2026, he continues serving as MLA from Mahmara and holding responsibilities within the Assam government.
