Ujjal Biswas was born on 17 June 1954 in Krishnanagar, Nadia district, West Bengal. He hails from a family historically associated with freedom struggle figures, including leaders who participated in the Indian independence movement.

Biswas completed his graduate education (B.Com) and is also involved in agriculture and business in addition to his political career. Before entering full-time politics, he engaged with community and regional public life in Nadia.

He entered electoral politics with the All India Trinamool Congress and was first elected as MLA from Krishnanagar Dakshin in the 2011 West Bengal Assembly election. He retained his seat in subsequent elections, reflecting sustained local support.
