Shailesh Kumar "Bulo" Mandal (born 6 May 1975, Raghopur, Bhagalpur, Bihar) is an Indian politician and farmer. He was an RJD MP from Bhagalpur from 2014 to 2019. He is the father of two, husband of Varsha Rani. Before moving to the Lok Sabha, he held the Bihar Legislative Assembly for three terms.

Shailesh Kumar “Bulo” Mandal, born on 6 May 1975 in Raghopur, Bhagalpur district, Bihar, is an Indian Politician and Agriculturist. For over two decades, he has been involved in state and national politics with a notable influence in his home district. Shailesh Kumar Mandal came from the Bihar socio-political nexus and with educational qualifications, he turned to the public service sector by participating in electoral politics. Mandal was elected to the Bihar Legislative Assembly for the first time and served for three terms as the representative of the Kahalgaon constituency. His development work was mainly focused on rural development, infrastructure as well as on welfare programs, especially the fields of education and agriculture. His growing popularity at the grassroots level was instrumental in helping him take a leap to national politics. As a member of the RJD, Mandal was elected to the 16th Lok Sabha from Bhagalpur constituency in the year 2014. In his time, he raised several critical concerns related to regional development, farmer’s welfare, and youth employment. His speeches echoed his background as a politician and a farmer, morphed with the vision to empower the rural economy. Having lost his parliamentary seat in 2019, Mandal is still in the game. The year 2024 was the year when, due to the party's internal situation, he left RJD, but he is still very much alive in Bhagalpur's political arena. His political career depicts the story of a people's leader who moved from state politics to the national scene while handling the political wars and constituency duties at the same time.

He has participated in 50 debates in the Lok Sabha. He has also tabled 3 Bills in the Lok Sabha namely: The High Court at Patna (Establishment of a Permanent Bench at Bhagalpur) Bill, 2016, The Constitution (Amendment) Bill, 2014 (Amendment of article 243A) and The Constitution (Amendment) Bill, 2014 (Amendment of article 171). In 2019 Lok Sabha elections, he was defeated in Bhagalpur. He went on to do Bihar politics and remained in touch with his constituency and party matters. Mandal parted ways with the Rashtriya Janata Dal (RJD) and Joined the Janata Dal (United) [JD(U)] in April 2024, citing the RJD’s internal dysfunction as the reason for his change of mind. After that, he has been with the JD(U) and still can be seen as a leading figure in Bhagalpur’s political landscape.
