Seema Dwivedi was born to Mata Sevak Upadhyay and Samarthi Devi in the Bhoila Village on 11th March 1972. She married Dr. Arun Kumar Dwivedi in 1991 and was blessed with one son.
She was elected to the Rajya Sabha from Uttar Pradesh in 2022 as a Bharatiya Janata Party member. She is a Member of the Consultative Committee for the Ministry of Education. She is a former member of the Uttar Pradesh Legislative Assembly from the Mungra Badshahpur constituency in Jaunpur district.
From her student days onwards, she has been actively engaged in social activities, faithfully fulfilling roles within numerous social and educational organisations both in the past and present.
As an accomplished author, she has published "Azadi ke Deewane, 1998," a compelling narrative encapsulating the essence of patriotism and freedom.
