Kishan Kapoor is a member of parliament from Kangra. He served as MLA of Dharamshala assembly constituency. He contested and won 17th Lok Sabha elections from Kangra Lok Sabha constituency with huge margin. He was first elected to the Legislative assembly in 1993 and re-elected in 1998 and 2007. He was inducted into Jai Ram Thakur's cabinet as food, civil supplies and consumer affairs minister.
