Arumugam Namassivayam was born in Pondicherry (now Puducherry) and pursued a diploma in Civil Engineering. Early in his political life, he was associated with the Indian National Congress, serving in leadership roles including President of the Puducherry Pradesh Congress Committee, reflecting his organisational experience in UT politics.

He was first elected to the Puducherry Legislative Assembly from the Ozhukarai constituency in 2001 and continued to win assembly elections from Villianur in 2011 and 2016 as a Congress candidate, establishing a long legislative career.

In January 2021, following suspension from the Congress for anti-party activities, Namassivayam resigned and joined the Bharatiya Janata Party (BJP) along with key supporters. He contested the 2021 Puducherry Assembly election from Mannadipet and won on a BJP ticket, contributing to the BJP-AINRC alliance forming the government.

On 8 May 2021, he was appointed Home Minister and Minister for Sports & Youth Affairs in the Government of Puducherry, where he has overseen internal security, youth engagement programmes, and sports policy.
