Rwngwra Narzary was born to Panidhar Narzary and Saoti Narzary in Chirang on 1st March 1970. He married Dr. Kanery Basumatary and was blessed with one son with her.

Since college time, he has been associated with student organisations. He is into social work for the development of weaker sections. He finds solace in reading books.

He was elected to the Rajya Sabha from Assam in 2022 on the United Peoples Party (Liberal) ticket. Currently, he is a Member of the Consultative Committee for the Ministry of Development of North Eastern Region and a Member of the Committee on Coal, Mines and Steel.
