Rabindra Kumar Jena was born on 4 June 1967 in Balasore. He pursued higher education in engineering and later completed a Master of Business Administration (MBA). Before entering active politics, he was involved in professional and business activities while also maintaining connections with public life in Odisha.

Jena entered parliamentary politics through the Biju Janata Dal, a major political party in Odisha led by Naveen Patnaik. His association with the party provided him the platform to contest national elections and participate in public affairs at the state and national levels.

He contested the 2014 Indian general election from the Balasore Lok Sabha constituency as a Biju Janata Dal candidate. In the election, he secured victory and was elected to the 16th Lok Sabha, marking his entry into the Parliament of India.

During his tenure as a Member of Parliament, Jena participated in parliamentary discussions and committee work related to governance and development issues.
