Doddalahalli Kempegowda Shivakumar was born on May 15, 1962, in Kanakapura, Karnataka, into the Vokkaliga community. As a student leader, he started his political career, and for the first time, in 1989, he took part in the election and won the Sathanur Assembly constituency. In the following twenty years, Shivakumar turned into the main person of the Congress party in Karnataka, India, both in the field and in the back office. He became known for his close contact with the people and skill in managing elections.
He moved to Kanakapura constituency in 2008 and has been twice elected from there, thus consolidating his power as one of the most influential leaders in the state. He has been in charge of different ministerial portfolios such as Energy, Water Resources, Irrigation, and Medical Education, and has been instrumental in the implementation of major infrastructural and developmental programs, for example, the repair of dams, water supply in the cities, and electrification of villages.
In 2020, the Congress party made Shivakumar the president of the Karnataka Pradesh Congress Committee, and he was instrumental in the revival of the party's organizational structure and set the election strategy. After the 2023 Karnataka Assembly elections, he was given the office of Deputy Chief Minister and continues to be in charge of important portfolios like Water Resources and Bengaluru‑Urban Development.
He is very much in the center of state administration in 2025, when he is also actively engaging in the party's strategy, and there are frequent rumors about him becoming the Chief Minister.
