Bhartruhari Mahtab was born on 8 September 1957 in Agarpara, Bhadrak district, Odisha, to Dr. Harekrushna Mahtab and Subhadra Mahtab. His father, Dr. Harekrushna Mahtab, was a prominent political figure, which influenced Bhartruhari Mahtab's own journey into public service.
Mahtab's political career began in 1998 when he was elected to the 12th Lok Sabha. His commitment to his constituents and his effective leadership led to his re-election in 1999 to the 13th Lok Sabha. He continued his parliamentary journey, securing a seat in the 14th Lok Sabha in 2004, the 15th Lok Sabha in 2009, the 16th Lok Sabha in 2014, and the 17th Lok Sabha in 2019. In June 2024, he was elected to the 18th Lok Sabha, though he resigned on 2 June 2024.
Throughout his career, Mahtab held significant positions in joint parliamentary committees and sub-committees.
