Bhartruhari Mahtab was born on 8 September 1957 in Agarpara, Bhadrak district, Odisha, to Dr. Harekrushna Mahtab and Subhadra Mahtab. His father, Dr. Harekrushna Mahtab, was a prominent political figure, which influenced Bhartruhari Mahtab's own journey into public service.

Mahtab's political career began in 1998 when he was elected to the 12th Lok Sabha. His commitment to his constituents and his effective leadership led to his re-election in 1999 to the 13th Lok Sabha. He continued his parliamentary journey, securing a seat in the 14th Lok Sabha in 2004, the 15th Lok Sabha in 2009, the 16th Lok Sabha in 2014, and the 17th Lok Sabha in 2019. In June 2024, he was elected to the 18th Lok Sabha, though he resigned on 2 June 2024.

2024: On June 2, he resigned from the position of an MP but he was elected to the 18th Lok Sabha from the Cuttack seat on June 4. Following this victory, the BJP-led NDA decided to appoint him as the pro-term Speaker of the Lok Sabha.
2020: He was appointed as a Member of the Committee on Public Accounts.
2019 : He was re-elected to the 17th Lok Sabha for his sixth term. From 26 June 2019, he served on the Panel of Chairpersons in the Lok Sabha. Starting 24 July 2019 until 30 April 2020, he was a member of the Committee on Public Accounts.
