He is the nephew of The 19th Kushok Bakula and great grand nephew of the 18th Kushok Bakula.

He was the Programme Executive of AIR from 1978-87. He was the Director of Ladakh Ecological Development Group (N.G.O.). He supported movements for devolution of power to grass-root level even as a student. He actively involved in movements/agitations supporting grant of autonomy/UT status for Ladakh Region of Jammu and Kashmir. He propagated sustainable development model for Ladakh. He supported empowerment of Panchayati Institutions and active participation of people in development initiatives.
