Yumnam Joykumar Singh is an Indian Politician and erstwhile Deputy Chief Minister of Manipur. He is associated with the National People’s Party (NPP) and has occupied the post of a member of the Manipur Legislative Assembly while managing the Finance, Excise, Taxation, Science & Technology, Economics & Statistics, and Civil Aviation departments. His previous job was Director General of Police, Manipur.

In 2025, he got the appointment as the temporary president of the NPP's state unit in Manipur alongside the shifts in the party's leadership.

Yumnam Joykumar Biography

Yumnam Joykumar Singh was born in 1955 and started his professional career in law enforcement. As an Indian Police Service (IPS) officer, he was promoted to the position of Director General of Police (DGP) for Manipur, the years 2007 to 2012 being the time during which he was directly involved in the state's internal security and police management.

Subsequently, he retired from active police service and jumped into politics as a member of the National People’s Party (NPP). In the year 2017, he was elected as a member of the state assembly from the constituency of Uripok in Imphal’s West district in the elections of the Manipur Legislative Assembly. He was appointed Deputy Chief Minister of Manipur in the cabinet of N. Biren Singh after this win. He was given a bulk of the Government’s portfolios, which included Finance, Excise, Taxation, Science & Technology, Economics & Statistics, and Civil Aviation.

Joykumar contributed to the governance of the state, albeit indirectly, as a Deputy Chief Minister for a total of five years during the period 2017–2022, a time characterized by political realignment and coalition dynamics.

After the death of the previous state president, a party leader was appointed during February 2025 to be the interim president of the National People’s Party (NPP), Manipur unit. Joykumar took on the task of maintaining and constructing the party organization, leading the party through the political valley of challenges.
