Ethical Concerns on Artificial Intelligence Demand Robust Safeguards in Governance
India is poised to showcase how technology can bolster democratic values, according to Lok Sabha Secretary General Utpal Kumar Singh. Speaking at the 61st Conference of Secretaries of Legislative Bodies, Singh advocated for integrating artificial intelligence (AI) into legislative functions. He highlighted the need for AI systems to be accurate, context-aware, and inclusive, addressing ethical concerns like algorithm bias and misinformation.

AI's Role in Governance
Singh emphasised AI's potential to enhance governance by improving efficiency, transparency, and inclusivity. He urged that AI adoption should focus on transparency, fairness, and public engagement while promoting innovation and collaboration. The Digital Personal Data Protection Act and the Advisory Group on AI Regulation are examples of India's proactive measures to tackle ethical issues related to AI.
Under Lok Sabha Speaker Om Birla's leadership, India has launched several technological initiatives in parliament. These include the National e-Vidhan Application (NeVA), Digital Sansad, and AI-powered multilingual services like Prabhandak. These efforts aim to make legislative processes more inclusive and efficient through automation and advanced analytics.

Globally, parliaments are exploring AI applications such as metadata-driven search engines and blockchain for secure voting. Singh noted that countries like Australia, Canada, and Brazil are pioneering innovative AI tools in legislative practices. The Inter-Parliamentary Union (IPU) recommends a gradual, risk-based approach to incorporating generative AI in parliaments. This method ensures that potential risks are managed effectively while harnessing the benefits of AI technology. Singh highlighted India's opportunity as the world's largest democracy to lead by example in using technology to strengthen democratic institutions.
AI facilitates the automation of routine tasks, real-time translation of debates, and advanced analytics for informed decision-making. These capabilities can significantly improve the functioning of legislative bodies by streamlining processes and enhancing accessibility for all stakeholders involved.
Lok Sabha Speaker Om Birla will preside over the 85th meeting of the All India Presiding Officers Conference. Upon his arrival on Sunday, he met with Bihar Governor Arif Mohammad Khan for a courtesy meeting. This conference aims to further discuss technological advancements in parliamentary practices.
