UP's New Electricity Bill Relief Scheme 2025 To Ease Consumer Burden
The Uttar Pradesh Power Corporation Limited (UPPCL) has unveiled a sweeping initiative aimed at tackling the state's mounting electricity arrears. The Electricity Bill Relief Scheme 2025 is designed to provide structured financial relief to more than 1.45 crore consumers who have defaulted on payments, offering them a pathway to clear dues and rejoin the billing system.
According to official figures, Uttar Pradesh currently faces an unprecedented electricity debt crisis, with 1.71 crore defaulters collectively owing Rs 1.15 lakh crore. Of this, Rs 55,980 crore falls under the categories covered by the scheme, comprising Rs 31,205 crore in principal dues and Rs 24,775 crore in surcharges. The scheme specifically targets two segments: Never Paid Consumers (over 54 lakh) and Long Unpaid Consumers (over 91 lakh), the latter defined as those who have not paid bills since the start of the current financial year.

The relief program is structured around a three-phase registration window. Consumers can enroll between December 1-31, 2025, January 1-31, 2026, and February 1-28, 2026. Eligible categories include LMV-1 domestic connections up to 2 kW and LMV-2 commercial connections up to 1 kW. Registration requires a fee of Rs 2,000, after which consumers can choose from three repayment options: a one-time settlement, monthly installments of Rs 750, or monthly installments of Rs 500.
A key feature of the scheme is the 100% waiver on late payment surcharge for all registered participants. Additional incentives vary by payment mode and registration phase. One-time payers will receive discounts of 25% in Phase 1, 20% in Phase 2, and 15% in Phase 3. Those opting for Rs 750 monthly installments will enjoy a flat 10% discount across all phases, while Rs 500 installment payers will receive a 5% concession.
The scheme also addresses the plight of Over Bill Outlier consumers, who were billed excessively due to the absence of meters. A benchmark of 144 units per kW per month has been introduced to calculate fair dues. Rural LMV-1 domestic consumers with 1 kW connections will pay a baseline of Rs 650 per month, reduced to Rs 488 in Phase 1, Rs 520 in Phase 2, and Rs 553 in Phase 3. Urban LMV-1 consumers with similar connections will pay Rs 950 baseline, reduced to Rs 713, Rs 760, and Rs 808 across the three phases. Adjusted baselines have also been set for 2 kW domestic and 1 kW commercial consumers in both rural and urban areas.
Another significant component is relief in electricity theft cases. Individuals charged with revenue assessment amounts can register by paying Rs 2,000 or 10% of the assessed sum, whichever is higher. Depending on the phase, exemptions of 50%, 55%, and 60% will be granted.
Energy Minister Arvind Kumar Sharma described the scheme as a "progressive step toward inclusive energy governance," emphasizing its role in boosting revenue collection and reducing litigation. Meanwhile, consumer advocacy voices such as Avadhesh Kumar Verma of UPRVUP have urged that similar rebates be extended to timely bill payers, ensuring fairness across the board.
With its mix of concessions, structured repayment options, and targeted relief, the Electricity Bill Relief Scheme 2025 represents one of the most ambitious efforts yet to stabilize Uttar Pradesh's power sector and ease the financial strain on millions of households and small businesses.
