To facilitate this, the Cabinet also approved the 2026 ordinance to amend Section 80 of the Uttar Pradesh Revenue Code, 2006. The decision is expected to benefit 2,174 families in Rampur, 4,000 in Pilibhit, 2,340 in Lakhimpur Kheri and 3,856 in Bijnor.
The government also moved ahead with a major transport infrastructure plan by approving 49 new bus stations under the Public-Private Partnership (PPP) model. In the first phase, letters of award had already been issued for 23 bus stations, and the latest approval significantly expands the plan.
With the new approval, a total of 52 districts will be covered under the scheme. The state government said these PPP bus terminals will be developed on the lines of airports, with upgraded passenger amenities and modern facilities.
Additionally, land belonging to the Public Works Department will be transferred free of cost to the State Road Transport Corporation for the construction of new bus stations and depots in Sikandra Rao (Hathras), Narora (Bulandshahr) and Tulsipur (Balrampur).

A bridge will be constructed over the Ganga near the Chyavan Rishi Ashram in Kannauj, while another bridge will come up at Bhainsaha Ghat over the Narayani river in Kushinagar. The combined project cost has been pegged at Rs 705.18 crore. Once completed, the bridge in Kushinagar is expected to reduce travel distance to Bihar and Maharajganj by 40 to 50 km.
On the industrial front, eight investment proposals were approved by the Industrial Development Department, including six fresh proposals. The Cabinet also cleared subsidy and incentive packages for major investors under the Uttar Pradesh Industrial Investment Policy 2022, a move aimed at attracting large projects and creating new employment opportunities in the state.
Among the other major decisions, the Cabinet approved the establishment of a Forestry and Horticulture University in Gorakhpur. The university will come up in Campierganj at a cost of over Rs 491 crore and will focus on forest conservation, wildlife, horticulture research, agro-forestry, fruit and vegetable science, and climate change studies.
The Cabinet also approved the Dr BR Ambedkar Murti Vikas Yojana. Under the scheme, Ambedkar statues across the state will be beautified, canopies will be installed, and boundary walls will be built around Ambedkar parks. Proposals of up to Rs 10 lakh each will be sanctioned. The same scheme will also cover sites associated with Valmiki and other icons of social justice. The state plans to develop 10 memorials in each of the 403 Assembly constituencies, taking the total to 4,030 memorials. In Shahjahanpur, the Cabinet approved the revised sanction for the widening and strengthening of the Lipulekh Bhind Road (SH-29). The 28.300-km project has been cleared at a cost of Rs 266.70 crore.
The state also approved the establishment of Metro University in Greater Noida under the Uttar Pradesh Private Universities Act, 2019. The private university will be set up through an ordinance route.
In Kanpur Dehat, the government finalised lease rates for the rehabilitation of Hindu Bengali families displaced from East Pakistan (now Bangladesh). For 99 rehabilitated families in Bhainsaya village of Rasulabad tehsil, the lease rent has been fixed at Re 1, and the lease format has received post-facto approval.
Another major healthcare-related decision was taken for Ballia, where land transfer has been approved for the establishment of an autonomous state medical college. A 14.05-acre parcel currently under the district jail in Ballia will be transferred free of cost to the Medical Education Department. The total approved project cost for the college stands at Rs 437 crore.
