UN Adopts Resolution with China and US Support to Equalize Global AI Access
The UN General Assembly has adopted a resolution sponsored by China, with support from the US, urging wealthy nations to close the gap with developing countries in artificial intelligence (AI). This follows a previous resolution in March led by the US and co-sponsored by 123 countries, including China. Both resolutions aim to ensure AI is "safe, secure and trustworthy" for all nations.

Fu Cong, China's UN ambassador, highlighted that the two resolutions are complementary. He described the Chinese resolution as focusing on "capacity building," while the US measure is "more general." Fu appreciated the positive role played by the US in this process. Nate Evans, spokesperson for the US mission to the UN, stated that the Chinese-sponsored resolution aligns with the vision set out by the US in March.
Focus on Civilian Applications
Both resolutions primarily address civilian uses of AI. However, Fu emphasised the importance of considering AI's military dimensions. He mentioned ongoing negotiations in Geneva on controlling lethal autonomous weapons and indicated broad support for a potential UN General Assembly resolution on this issue later this year.
The Chinese resolution calls for a fair, open, inclusive, and non-discriminatory business environment for AI development and use. Fu criticised a proposed US Treasury Department rule that would restrict US investments in China for AI and related technologies. He argued that such sanctions would not foster a healthy development of AI technology and could divide global standards and rules governing AI.
Global Cooperation and Governance
The adoption of both resolutions by consensus among the 193-member General Assembly demonstrates widespread global support for their leadership on AI. Fu noted that AI technology is advancing rapidly and has been discussed at senior levels, including between US and Chinese leaders. He expressed hope for intensified cooperation with all countries on this issue due to its far-reaching implications.
The US resolution acknowledges that AI governance is an evolving area requiring further discussions on possible approaches. It calls on countries to protect personal data, safeguard human rights, and monitor AI for potential risks. The Chinese resolution aims to bridge the digital divide between developed and developing nations and promote international cooperation through knowledge sharing and technology transfer.
Fu pointed out that China proposed its resolution due to the widening gap in AI technology between developed and developing countries. He also stressed the central role of the United Nations in AI governance as "the most representative and most inclusive international forum."
Military Dimensions of AI
While both resolutions focus on civilian applications of AI, Fu underscored the importance of addressing its military aspects. He mentioned China's active participation in negotiations on controlling lethal autonomous weapons and expressed support for a potential UN General Assembly resolution on this topic.
Fu strongly opposed the proposed US sanctions on investments in China's AI sector. He argued that these measures would not contribute to healthy AI development and could lead to global divisions in standards and rules governing AI. He called on the US to lift these sanctions to foster an inclusive business environment.
The resolutions highlight both the potential benefits of AI in promoting economic development and improving lives globally, as well as its dangers. They reflect a shared commitment by both the US and China to play key roles in shaping the future of this powerful technology while ensuring it is used responsibly.
The collaborative effort between these rival nations underscores their determination to be influential players in AI's future development. The resolutions' adoption signifies a significant step towards global cooperation in ensuring safe, secure, and trustworthy AI for all nations.
