Trump Urges Immediate Cease-Fire in Ukraine and Considers US Withdrawal from NATO

Donald Trump has urged Russian President Vladimir Putin to agree to an immediate ceasefire with Ukraine. He described this as part of his efforts to end the war before taking office. "Zelensky and Ukraine would like to make a deal," Trump wrote on social media, referring to Ukraine's President Volodymyr Zelenskyy.

Trump Calls for Cease-Fire in Ukraine

In a recent television interview, Trump mentioned he might reduce military aid to Ukraine and consider withdrawing the US from NATO. These statements have raised concerns among Ukraine, NATO allies, and the US national security community. When asked if he was actively working to end the nearly three-year-old conflict, Trump confirmed, "I am."

Trump's Proposal for Ceasefire

Trump's call for an immediate ceasefire goes beyond the current public policy positions of both the Biden administration and Ukraine. This proposal has drawn a cautious response from Zelenskyy. Trump's involvement in these efforts comes before his inauguration on January 20, 2025, as he seeks to address one of the major global crises facing the outgoing Biden administration.

After meeting with French and Ukrainian leaders in Paris over the weekend, Trump made his proposal. The gathering celebrated the restoration of Notre Dame Cathedral after a fire. None of Trump's advisers present appeared to have expertise on Ukraine.

Trump wrote on Truth Social that Kyiv wants to "stop the madness" and called for an immediate ceasefire followed by negotiations. He added, "I know Vladimir well. This is his time to act. China can help. The World is waiting!" This reference to China's mediation efforts has been viewed by many in the West as favouring Russia.

Zelenskyy's Response and Peace Conditions

Zelenskyy described his discussions with Trump, facilitated by French President Emmanuel Macron, as "constructive" but provided no further details. On Telegram, Zelenskyy emphasised that Ukraine seeks a "just and robust peace" that Russia cannot undermine in a few years.

"When we talk about an effective peace with Russia, we must talk first of all about effective peace guarantees," Zelenskyy stated. He added that Ukrainians desire peace more than anyone else because Russia brought war to their land.

Moscow's Reaction and Historical Context

Kremlin spokesman Dmitry Peskov reiterated Moscow's openness to talks with Ukraine in response to Trump's post. Peskov referenced a decree by Zelenskyy from October 2022 declaring talks impossible while Putin remains Russia's leader. This decree followed Putin's proclamation of four occupied Ukrainian regions as part of Russia, which Kyiv and the West condemned as a violation of Ukrainian sovereignty.

Trump's former national security adviser, retired Lt. Gen. H.R. McMaster, warned against expecting a quick resolution to Russia's war with Ukraine. "What I'm worried about is this kind of flawed idea that Putin can be placated," McMaster said on Fox News Sunday.

NATO and Military Aid Concerns

In an NBC interview taped Friday, Trump reiterated his warning to NATO allies about US participation in the alliance during his second term. He has long criticised European and Canadian governments for not contributing enough to military spending compared to the US.

NATO members argue that most countries are now meeting voluntary military spending targets due partly to Trump's pressure during his first term. When asked if he would consider leaving NATO if allies don't pay their share, Trump replied affirmatively.

Trump also expressed openness to reducing US aid to Ukraine once he assumes office. "Possibly," he said when asked about potential cuts in assistance. US military support is crucial for Ukraine's defence against Russian forces.

Biden Administration's Stance

The Biden administration has avoided pressing Ukraine for an immediate truce due to fears it might force damaging concessions on Kyiv and allow Russia to regroup militarily. For most of the conflict, Kyiv has demanded a full withdrawal of Russian troops from internationally recognised Ukrainian territory as a condition for peace talks.

Moscow has also demanded significant concessions from Ukraine before starting negotiations. Trump's approach contrasts with Biden's administration, which has pointed out Russia's disengagement in Syria as evidence of how the war in Ukraine has strained Russian resources.

The Logan Act prohibits private citizens from intervening in disputes between the US and foreign powers without government approval. However, it has rarely been enforced since its enactment in 1799.
