During his appearance before the Public Inquiry into Foreign Interference in Federal Electoral Processes and Democratic Institutions, Canadian Prime Minister Justin Trudeau raised doubts about the assertion made by the country's spy agency regarding alleged Chinese interference in the 2019 and 2021 Federal elections.

Trudeau's remarks came in response to a briefing note from the Canadian Security Intelligence Service (CSIS), received by the Prime Minister's Office in February 2023, which claimed that China "clandestinely and deceptively" interfered in both elections.

The CSIS note, titled "Briefing to the Prime Minister's Office on Foreign Interference Threats to Canada's Democratic Institutions," implicated the People's Republic of China (PRC) in these activities, as reported by Hindustan Times. According to the CSIS briefing, the target of Chinese interference was the principal opposition Conservative Party and its then-leader Erin O'Toole, who had adopted a platform critical of Beijing.

The note suggested that China's actions were motivated by a perception that the Conservative Party held anti-PRC views. Trudeau emphasized the need for caution when interpreting such intelligence, stressing that the information required verification and might not be completely accurate.

Erin O'Toole, who also testified before the inquiry, expressed concern that the alleged interference may have impacted the outcome of the 2021 Federal elections. He estimated that "suppression" tactics could have led to the Conservative Party losing between five and nine seats, although he acknowledged that this would not have changed the overall election result, with Trudeau's Liberal Party returning to power in another minority government.

Trudeau's appearance before the inquiry underscores the seriousness of allegations of foreign interference in Canada's electoral processes and the ongoing efforts to investigate and address these concerns.
