Sri Lanka experienced a significant island-wide power outage on Saturday, December 9, 2023, leaving millions of people without electricity for several hours. The power disruption was caused by a system failure in one of the main transmission lines, according to the country's power and energy ministry.

Power Restoration Efforts Underway
The power outage began in the evening and continued for several hours, causing widespread inconvenience and disruption across the country. The power and energy ministry issued a statement acknowledging the situation and assuring the public that step-by-step restoration efforts were underway. However, the ministry cautioned that it may take several hours to completely restore the power supply.
Sri Lanka's Reliance on Hydropower
Sri Lanka primarily relies on hydropower for power generation, with coal and oil used to supplement the energy supply. However, during the dry season, the country faces challenges in meeting its energy demands and is compelled to use more thermal power for electricity generation.
Previous Power Cuts and Economic Crisis
In 2022, Sri Lanka experienced several months of daily power cuts due to plunging water levels affecting hydroelectric dams. The situation was exacerbated by the country's economic crisis, which led to difficulties in importing sufficient stocks of oil and coal due to depleted foreign reserves.
Sri Lanka's economic crisis in 2022 resulted in severe shortages, triggering widespread protests and ultimately leading to the ouster of then-President Gotabaya Rajapaksa. The country declared bankruptcy in April 2022 with a staggering debt of over $83 billion, more than half of which was owed to foreign creditors.
Efforts to Restore Stability
Under the leadership of new President Ranil Wickremesinghe, Sri Lanka has made progress in restoring a continuous power supply. However, public dissatisfaction has grown due to the government's efforts to increase revenue by raising electricity rates and imposing heavy new income taxes on professionals and businesses.
Seeking IMF Support
Sri Lanka has sought the assistance of the International Monetary Fund (IMF) to rescue its economy. The IMF approved a $2.9 billion bailout package in March 2023 and released the first payment shortly thereafter. However, the IMF delayed the second tranche, citing concerns about inadequate oversight and debt restructuring.
An IMF review in September 2023 indicated that Sri Lanka's economy was recovering, but the country needed to improve its tax administration, eliminate exemptions, and crack down on tax evasion.
Positive Outlook for IMF Installment
In recent weeks, Sri Lankan government officials have expressed confidence that the IMF would provide the $334 million installment before the end of the year. This optimism stems from the island nation receiving the necessary financial assurances from its bilateral creditors, including China, Japan, and India.
