Russia Relies on Americans to Disseminate Election Disinformation, Say US Officials
The Kremlin is enlisting unsuspecting Americans and commercial PR firms in Russia to disseminate disinformation about the US presidential race, top intelligence officials revealed on Monday. This move is part of ongoing efforts by America's adversaries to influence public opinion ahead of the 2024 election.

"The American public should know that content they read online — especially on social media — could be foreign propaganda, even if it appears to be coming from fellow Americans or originating in the United States," stated an official from the Office of the Director of National Intelligence, who briefed reporters anonymously.
Russia's Disinformation Tactics
Authorities highlighted that Russia remains the most significant threat in terms of election disinformation. Groups linked to the Kremlin are increasingly hiring marketing and communications firms within Russia to create campaigns and obscure their involvement. Two such firms were sanctioned by the US in March for creating fake websites and social media profiles to spread Kremlin disinformation.
The disinformation often targets candidates, voting processes, or contentious issues like immigration, crime, or the war in Gaza. The ultimate aim is to get Americans to unknowingly spread Russian disinformation. People tend to trust and share information they believe originates domestically, officials noted.
Iran and China's Involvement
Iran is expanding its efforts while China proceeds cautiously regarding 2024. Director of National Intelligence Avril Haines mentioned that Iran has covertly supported American protests over Israel's war against Hamas in Gaza. Iranian-linked groups have posed as online activists, encouraged protests, and provided financial support to some protest groups.
China has shown restraint concerning the US presidential race but may target congressional races or other down-ballot contests where candidates have strong opinions on China. Beijing's approach contrasts with its extensive disinformation campaign before Taiwan's recent election.
Heightened Warnings and Measures
Officials tracking foreign disinformation have issued twice as many warnings to political candidates, government leaders, election offices, and others targeted by foreign groups so far in the 2024 election cycle compared to 2022. Although they did not disclose the number of warnings or recipients, this increase reflects heightened interest in the presidential race by America's adversaries and improved government efforts to identify and warn of such threats.
The warnings are intended to help targets protect themselves and correct any misinformation if necessary. Authorities emphasized that foreign influence actors are becoming more adept at hiding their involvement and getting Americans to spread disinformation unwittingly.
Exploiting Recent Developments
Russia and other countries are quickly exploiting recent developments in the presidential race, including the attempted assassination of former President Donald Trump and President Joe Biden's decision to drop out in favour of Vice President Kamala Harris. Following the attack on Trump, Russian disinformation agencies amplified claims that Democratic rhetoric led to the shooting or even baseless conspiracy theories suggesting Biden or the Ukrainian government orchestrated the attempt.
"These pro-Russian voices sought to tie the assassination attempt with Russia's continuing war against Ukraine," concluded the Atlantic Council's Digital Forensics Research Lab, which tracks Russian disinformation.
Eroding support for Ukraine remains a top objective of Russian disinformation. Trump has praised Russian President Vladimir Putin in the past and is seen as less supportive of NATO. Intelligence officials have previously determined that Russian propaganda appeared designed to support Trump, a stance they reiterated on Monday.
In summary, intelligence officials warn that foreign adversaries are intensifying their efforts to influence American public opinion ahead of the 2024 election. They urge vigilance as these actors become more sophisticated in their tactics.
