New Zealand Army Chief Highlights Need for Tailored Military Training in Pacific Nations

New Zealand's army chief, Maj. Gen. Rose King, highlighted the challenges faced by Pacific Island nations as larger powers compete for influence. She noted that while many countries offer assistance, it often doesn't align with the actual needs of these smaller nations. New Zealand has focused on building trust through open relationships and encouraging diverse perspectives among its training partners in the South Pacific.

Tailored Military Training for Pacific Nations

New Zealand's military is small, with only a few thousand members for a population of 5 million. Despite limited resources, it has developed strong ties in the Pacific through cultural understanding and adaptability. Defence analysts suggest that larger powers like the US and Australia could learn from New Zealand's approach to building relationships in the region.

Challenges and Opportunities for New Zealand

Maj. Gen. King, appointed in June as the first woman to lead a branch of New Zealand's military, acknowledged the country's unique position. She pointed out that while New Zealanders don't see the same threats as other nations, this also presents challenges. Military spending has decreased to 0.9% of GDP, reflecting austerity measures across the public sector.

King mentioned that attrition rates in the army have improved since peaking at over 17% in 2022 but remain high at more than 9%. The army faces issues with outdated equipment and facilities, including barracks affected by black mold. Despite these challenges, King expressed pride in New Zealand's approach to defence.

Women's Role and Cultural Challenges

King downplayed her role as the first female leader of a military service in New Zealand but acknowledged progress in gender representation. Currently, women make up 15% of army personnel, and she hopes to see this number grow. She also addressed broader cultural challenges within military forces worldwide, including detecting extremist views among recruits.

The global landscape is changing, impacting New Zealand's military as well. State-on-state conflicts are resurging, and climate change is increasing demands for humanitarian aid. King emphasized that New Zealand's position as a small trade-based nation relies on maintaining an international rules-based order.

Geopolitical Tensions in the Pacific

The Pacific region has become a focal point for geopolitical competition, with China's growing influence causing concern among Western powers. While King refrained from naming specific countries due to her non-political role, New Zealand's defence policy highlights China's assertive actions over the past decade.

This has prompted responses from the US and Australia, who have proposed their own training initiatives in the region. However, experts note that these larger powers sometimes struggle to tailor their approaches to fit Pacific needs effectively.

Despite its small size, New Zealand's military presence is valued for its cultural connections and flexible operations. Defence analyst Blake Johnson suggested that New Zealand could play a more vocal role in guiding other partners on effective engagement strategies.

New Zealand's army continues to navigate resource constraints while adapting to evolving global challenges. As climate change and geopolitical tensions rise, the country remains committed to fostering strong relationships and contributing to regional stability.
