Iranian Officer Charged with Murder and Terrorism for 2022 Killing of American in Iraq
An Iranian officer has been charged in New York with federal murder and terrorism offences related to the 2022 killing of an American in Iraq. Authorities announced that Mohammad Reza Nouri, a captain in Iran's Revolutionary Guard, faces charges in Manhattan federal court. These charges could lead to life imprisonment or even the death penalty.

Nouri, aged 36, is currently detained in Iraq, where he was previously convicted for his involvement in the murder of Stephen Troell. Troell, originally from Tennessee, was shot dead in his car by unidentified attackers near his home in Baghdad's Karrada district. This incident marked an unusual attack on a foreigner in Iraq, a country where security has been improving.
Details of the Incident
Acting US Attorney Edward Y. Kim stated that Nouri orchestrated Troell's assassination in November 2022. "Nouri is alleged to have gathered intelligence on Troell's daily routine and whereabouts, procured weapons and vehicles, and provided safe harbour to the operatives who carried out the sinister plot to brutally attack Troell in front of his wife," Kim said.
The US government claims that Nouri celebrated the killing with a coconspirator on the day it occurred. He reportedly left Iraq for Iran that night after visiting a religious site linked to mourning Qassem Soleimani's death. Soleimani was an Iranian military leader killed by a US drone strike in January 2020.
Broader Implications
The prosecutor highlighted that the "Iranian regime is actively targeting US citizens, such as Troell, living in countries around the world for kidnapping and execution both to repress and silence dissidents critical of the regime and to take vengeance" for Soleimani's death.
Attorney General Merrick B. Garland emphasised that the Justice Department "will not tolerate terrorists and authoritarian regimes targeting and murdering Americans anywhere in the world." This statement underscores the US government's stance against such international threats.
Recent Developments
Last month, the Justice Department revealed an Iranian murder-for-hire plot aimed at killing President-elect Donald Trump. An Iranian government official allegedly tasked a man with planning Trump's assassination before he took office as the Republican president-elect.
Esmail Baghaei, an Iranian foreign ministry spokesperson, dismissed these allegations as a plot by Israel-linked circles to complicate Iran-US relations. The official IRNA news agency reported Baghaei's comments, noting that similar accusations had been refuted by Iran previously due to their "erroneousness."
This case highlights ongoing tensions between Iran and the United States. It also reflects broader geopolitical dynamics involving both nations and their respective allies. The charges against Nouri serve as a reminder of these complex international relations.
