NV Veera is the president of the Mambakkam panchayat union and joint secretary of the Chengalpattu East district, according to DT Next.
A person is heard saying that Rs 1 lakh has been already transferred and this clip is secretly recorded by the contractor. However, Oneindia could not independently verify the authenticity of the video.
Addressing a gathering in Karur recently, Vijay appealed people not to encourage corruption and asked them to say "no" when someone asks bribe.
"When someone asks you for a bribe, tell them directly that you won't give it. I will be with you. Even after that if someone forces you, tell them, 'our son, our brother, our Vijay is the one ruling this state.' Tell them very strongly," Hindustan Times quoted the actor-turned-politician as saying at the rally.

"When you are with me, not a single person involved in corruption, taking bribes or misusing power will be able to continue such acts," he stated.
Meanwhile, senior DMK leader T K S Elangovan also accused the Vijay government of indulging in corruption.
He claimed that a lawyer and Joint Secretary of the District Advocates Wing (Villupuram District) of the TVK party approached the Madras High Court alleging corruption in the appointment of Government Advocates in the State.
"We didn't make these allegations; a lawyer from their own party went to court. If you ask Vijay about this, he might have an answer," Elangovan told ANI.
However, the ruling government has not responded to the controversy, yet.
