Kaag said, "Finance Day is a significant event at COP28 because, while we can have the best ideas, discuss innovation, technology, and country planning, without money, it's all just talk."

She stressed the need for public funding and innovative finance, along with a well-defined role and expectations for the private sector, which she noted, is very much willing to participate.

Additionally, Kaag lauded the UAE and the COP28 presidency for making substantial headway on the Loss and Damage Fund on the event's first day. "It sends a potent message about the expectations and ambitions for this round of COP28 negotiations," she said.

She observed that while climate change inflicts significant losses, those most affected by its consequences are often not the ones who caused them.
