China’s Mega Brahmaputra Dam: Will It Impact India And Bangladesh?

China has reaffirmed its plans to build the world's largest dam on the Brahmaputra River (known as the Yarlung Tsangpo River in Tibet) near its border with India, despite concerns raised by neighboring countries.

The multi-billion-dollar hydropower project, with an estimated cost of USD 137 billion, is poised to be constructed in the ecologically sensitive Himalayan region, which is also a seismic zone prone to earthquakes.

China's Reassurance on Environmental Impact

Addressing growing concerns from India and Bangladesh about the potential environmental and geopolitical consequences, Chinese Foreign Ministry spokesperson Guo Jiakun emphasized that the dam project has undergone extensive scientific verification. According to Guo, the project will not harm the ecological environment, geology, or water resources of the downstream nations. On the contrary, he stated that the dam would be beneficial in disaster prevention, climate change response, and the overall management of water resources in the region.

Guo also highlighted that China's hydropower project aims to aid in managing environmental disasters and mitigate the effects of climate change for countries downstream, including India and Bangladesh. These assurances come amid rising apprehensions regarding the project's potential impact on water availability and river ecosystems in the two countries.

India's Concerns and Call for Transparency

India has raised concerns about the dam's potential to disrupt the Brahmaputra River's water flow, which is crucial for the country's northeastern states. India's External Affairs Ministry has urged China to ensure that the interests of downstream countries are not adversely affected by the project. Spokesperson Randhir Jaiswal reiterated India's stance, stressing that as a lower riparian state, India has consistently voiced its concerns through both diplomatic and expert-level channels.

India also emphasized the need for transparency and consultation between China and the downstream nations before proceeding with such large-scale projects. India's concerns were further highlighted during recent diplomatic talks between U.S. National Security Advisor Jake Sullivan and Indian officials, where the issue of the dam was discussed.

China's Justification for the Project

In defense of the project, China has pointed to decades of studies and rigorous safety checks to ensure the dam's integrity. According to another Chinese Foreign Ministry spokesperson, Mao Ning, the project will not negatively impact the lower riparian states. She added that China remains committed to maintaining open communication with India and Bangladesh to address any concerns and foster cooperation on disaster prevention and relief efforts.

The proposed dam will be located in a region where the Brahmaputra takes a significant U-turn into Arunachal Pradesh, India, before flowing into Bangladesh. The location has strategic importance, making the dam a highly sensitive issue for both India and Bangladesh.

The project comes at a time of growing geopolitical tension, as China moves to strengthen its presence in the region through large-scale infrastructure projects.
