India, Taiwan Strengthen Ties with Migration and Mobility Agreement
India and Taiwan have signed a landmark migration and mobility agreement, paving the way for Indian workers to seek employment in various sectors in Taiwan. This agreement signifies a renewed momentum in cooperation between the two nations.
On Friday, India and Taiwan took a significant step forward in their bilateral relations by signing a migration and mobility agreement. This agreement aims to facilitate the employment of Indian workers in various sectors across the self-ruled island. The signing of the memorandum of understanding (MoU) during a virtual ceremony marks a renewed momentum in cooperation between the two nations.

Enhanced Bilateral Labour Cooperation
The MoU was signed by Manharsinh Laxmanbhai Yadav, Director General of the India-Taipei Association (ITA), and Baushuan Ger, the head of the Taipei Economic and Cultural Centre in New Delhi. This agreement signifies Taiwan's recognition of India as a potential source country for migrant workers. Taiwan's labour ministry highlighted the importance of strengthening bilateral labour cooperation relations and mentioned that both sides have been engaged in discussions over the pact for several years.
Future Implementation and Discussions
Following the signing of the MoU, the two countries will engage in follow-up discussions to finalize the procedures for implementing the migration and mobility pact. These discussions will address crucial aspects such as the industries in which Indian workers can be employed, the number of available jobs, source regions for migrant workers in India, employment qualifications, language skills, and recruitment methods. The Taiwanese side will determine the industries and the number of Indian migrant workers permitted to work in Taiwan, while the Indian side will undertake the recruitment and training of workers based on Taiwan's specific needs.
Addressing Taiwan's Demographic Challenges
Taiwan's labour ministry emphasized the nation's demographic challenges, including an ageing population and a low birth rate. These factors have led to a sharp decline in the working-age population and grassroots labour force. Consequently, Taiwan faces a growing shortage of workers in sectors such as manufacturing, construction, agriculture, and caregiving. The migration and mobility agreement with India aims to address these challenges by tapping into India's skilled workforce.
Growing India-Taiwan Ties
The signing of the migration and mobility agreement reflects the broader trajectory of improving relations between India and Taiwan. The two countries have held preliminary discussions on a free-trade agreement, and Taiwanese enterprises have invested over USD 4 billion in India across various sectors. Despite the absence of formal diplomatic ties, India and Taiwan have maintained positive trade relations, with a steady upward trend in bilateral trade.
The migration and mobility agreement between India and Taiwan marks a significant milestone in their bilateral relations. By facilitating the employment of Indian workers in Taiwan, this agreement addresses Taiwan's demographic challenges and strengthens cooperation between the two nations.
