Mumbai Slum Revamp Delayed: Residents Wait As Land Handover Hits Snag

Three months after former Chief Minister Eknath Shinde distributed rental cheques to residents of Ramabai Ambedkar Nagar and Kamgar Nagar in Ghatkopar East, redevelopment of these slum areas along the Eastern Express Highway has yet to begin, as per Hindustan Times (HT) report.

The Mumbai Metropolitan Region Development Authority (MMRDA), tasked with executing the project alongside the Slum Rehabilitation Authority (SRA), has attributed the delay to the SRA. According to MMRDA, they are still awaiting possession of the 33.15-hectare plot needed to commence work. However, SRA officials stated the matter is pending with a committee led by Chief Secretary Sujata Saunik.

Mumbai Slum Revamp Delayed

This redevelopment marks MMRDA's first step into slum rehabilitation, a project assigned to them and the SRA in early 2024 as part of a broader plan to make Mumbai slum-free. A survey conducted earlier this year identified 16,575 households-approximately 85 per cent of the two slum pockets' population-as eligible for rehabilitation.

In September, Eknath Shinde distributed rental cheques at a well-publicised event in the locality, with promises of 300-square-foot apartments ready within two years. Despite these assurances, progress has stalled due to delays in land possession. MMRDA officials said they cannot secure financial agreements or issue construction tenders without the land.

According to the HT report MMRDA official blamed the SRA for the delay, stating, "SRA has not yet handed over the land. Progress has been slow due to the assembly elections in November and delays in government formation."

An SRA official refuted the claims, explaining that the issue lies with determining the land's valuation for compensation. "A committee headed by the chief secretary is finalising the valuation. Once this is done, a government resolution will be issued. The SRA does not own land, so this is beyond our role," the official clarified as per the report.

MMRDA expressed confidence that vacating the land would be straightforward once possession is secured, as residents have already been compensated with advance rent for two years.

The project promises to deliver 5,000 additional housing units and 75 lakh square feet of commercial space, potentially generating Rs 10,000 crore for MMRDA. However, until the land transfer is resolved, the redevelopment remains on hold.
