Botswana Declines UK Request to Accept 'Unwanted Immigrants' Amid Rwanda Plan
In a recent development that has sparked widespread discussion, Botswana's Foreign Minister, Lemogang Kwape, disclosed that the United Kingdom had approached Botswana with a proposal to relocate some of its "unwanted immigrants" to the southern African nation. This revelation came during a telephone interview with South African television channel Newzroom Afrika. The conversation took place shortly after the British Parliament passed legislation enabling a controversial plan to send migrants to Rwanda, marking a significant moment in the UK's immigration policy.

British Prime Minister Rishi Sunak announced that the first flights transporting migrants to Rwanda in East Africa are scheduled for July. However, the exact date when the UK approached Botswana remains unspecified. It is known that the UK struck its contentious deal with Rwanda in April 2022 and has since engaged in discussions with four countries — Armenia, Costa Rica, Ivory Coast, and Botswana — about potentially replicating the Rwanda plan.
Kwape stated, "I can confirm that indeed the British government through the foreign secretary and the minister for Africa did approach Botswana through diplomatic channels to receive illegal migrants that are destined for the United Kingdom, but we did not accede to their request." He further explained Botswana's refusal by highlighting the country's existing immigration challenges within its region, suggesting that accepting additional migrants from another country would exacerbate these issues.
During the discussions, British authorities specifically mentioned migrants from Afghanistan as a group that could potentially be relocated to Botswana. However, details beyond this were not elaborated upon. The UK's strategy to manage the influx of migrants crossing the English Channel in small boats has faced significant obstacles, including court battles and legislative delays. This plan has also attracted fierce criticism from human rights organizations.
The agreement between the UK and Rwanda entails sending migrants who arrive in the UK as stowaways or in boats to Rwanda, where their asylum claims would be processed. Those whose claims are successful would remain in Rwanda. Despite no migrants having been deported under this plan yet, the British government has already transferred at least 240 million pounds (approximately 298 million USD) to Rwanda for its implementation.
This situation underscores the complex dynamics of international immigration policies and the challenges countries face in balancing humanitarian responsibilities with national interests. The refusal by Botswana to participate in such an agreement highlights the broader regional and global debates surrounding migration and asylum-seeking processes.
