Putin Offers Ceasefire if Ukraine Meets Conditions; Kyiv Says No

Russian President Vladimir Putin has offered a cease-fire in Ukraine if Kyiv withdraws its troops from the four regions annexed by Moscow in 2022 and abandons its plans to join NATO. However, Ukrainian President Volodymyr Zelenskyy rejected Putin's proposal, calling it an ultimatum. Putin's remarks came ahead of a conference in Switzerland, where world leaders are gathering to discuss peace in Ukraine. The timing also coincided with a meeting of the Group of Seven (G7) nations in Italy and the signing of a security agreement between the US and Ukraine. Putin criticized the Switzerland conference as a diversion from the real issues and outlined his demands for a "final resolution" to the conflict. These demands include Ukraine recognizing Crimea as part of Russia, maintaining its non-nuclear status, limiting its military capabilities, and protecting the rights of Russian-speaking populations. Putin emphasized that these demands should be part of international agreements and called for the lifting of Western sanctions against Russia. He urged the restoration of unity between Russia, Ukraine, and Europe.Zelenskyy, who was attending the G7 meeting, dismissed Putin's proposal as nothing new and referred to it as an ultimatum similar to Adolf Hitler's actions before World War II. The Ukrainian Foreign Ministry criticized Putin's plan as manipulative and absurd, aimed at misleading the international community and undermining diplomatic efforts for peace. Ukraine's goals include joining NATO, removing Russian forces from its territory, restoring territorial integrity, holding Russia accountable for war crimes, and receiving reparations from Moscow. The conflict between Russia and Ukraine escalated in February 2022 when Russia launched a full-scale invasion. While Ukrainian forces have managed to resist Russian advances towards the capital, Kyiv, much of the fighting has taken place in the south and east, where Russia illegally annexed four regions.Putin's speech outlined his conditions for ending the war but did not introduce any new demands. The Kremlin has previously stated that Kyiv should recognize Russia's territorial gains and abandon its NATO aspirations. Putin insisted that Kyiv should completely withdraw from the annexed regions and hand them over to Moscow within their administrative borders. He warned that if Kyiv and Western capitals reject his offer, they bear the responsibility for the continued bloodshed. The Kremlin has repeatedly expressed its willingness to engage in peace talks with Kyiv while blaming the West for undermining its efforts.US Defense Secretary Lloyd Austin, speaking at NATO headquarters in Brussels, criticized Putin's occupation of Ukrainian territory and stated that Russia has no authority to dictate terms to Ukraine. NATO Secretary-General Jens Stoltenberg echoed Austin's sentiments, describing Putin's proposal as a demonstration of Russia's aim to control Ukraine through aggression and occupation. In recent fighting, Russian defenses shot down 87 Ukrainian drones, with most of them targeting the Rostov region. However, no casualties or damage were reported. Ukrainian shelling in Russia's Belgorod region caused part of a residential building to collapse, injuring three people. The Ukrainian military has faced challenges in recent months due to being outnumbered by Russian forces and experiencing delays in receiving promised Western military aid.Russia has also targeted Ukraine's power grid with drone attacks. Ukraines air force reported that it successfully downed 14 missiles and 17 Shahed drones overnight. The attacks resulted in injuries and damage to residential buildings in the Donetsk region. Additionally, a Russian drone struck a bus in the Sumy region, injuring three women. In a separate development, Russia returned the bodies of 254 Ukrainian soldiers to Ukraine. Once identified, the bodies will be returned to their respective families.Overall, Putin's speech outlined his conditions for a cease-fire in Ukraine, which were met with rejection by Ukrainian President Zelenskyy. The conflict between Russia and Ukraine continues to escalate, with both sides engaging in military actions and diplomatic efforts to resolve the crisis. The international community, including the G7 and NATO, remains involved in seeking a peaceful resolution to the conflict.
