Muted Mics And Debate Rules: What To Expect From Harris Vs. Trump

Former President Donald Trump and Vice President Kamala Harris are set to face off in their highly anticipated debate on Tuesday, September 10, 2024. The debate will be hosted by ABC News at the National Constitution Center in Philadelphia and is slated to begin at 9 p.m. EDT.

The debate will be conducted without a live audience and will be moderated by ABC News anchor David Muir and ABC News Live "Prime" anchor Linsey Davis.

Muted Mics And Debate Rules What To Expect From Harris Vs Trump

Muted Microphones: A Controversial Rule

One of the most notable rules for this debate is the use of muted microphones. ABC News has decided that microphones will be muted when each candidate is not speaking, a rule that was proposed by Trump's campaign. This decision comes after a debate over whether the microphones should remain unmuted, as reported by Forbes.

The Harris campaign had initially argued for unmuted microphones, believing it would highlight Trump's tendency to interrupt. Despite Trump's public preference for unmuted mics, the debate rules have confirmed that the microphones will be muted during each candidate's non-speaking time.

Debate Format and Rules

The debate will last 90 minutes and will be conducted with a structured format:

  • No Opening Statements: The candidates will not give opening statements, focusing instead on answering questions.
  • Question and Response Time: Each candidate will have two minutes to respond to each question. This will be followed by a two-minute rebuttal period and an additional minute for further clarification or response.
  • Prohibitions: Candidates will be required to remain behind their podiums throughout the debate and are prohibited from interacting with their staff or using pre-written notes.

Trump won a coin flip and will deliver the final closing statement. Harris will be positioned at the podium on the right side of viewers' screens. The debate will include two commercial breaks, as reported by Forbes.

The debate rules mirror those used in the June 27, 2024, debate between Trump and President Joe Biden, including the no-live-audience and muted-microphone policies. This format was designed to minimize interruptions and maintain focus on the candidates' responses.

Initially, Trump's campaign had suggested a debate on September 4 on Fox News and another on September 25 on ABC. However, these dates were clarified, with the ABC debate confirmed for September 10 and another debate scheduled for September 25, hosted by NBC News. Harris has confirmed participation only for the September 10 debate so far. Additionally, the vice-presidential debate is scheduled for October 1, 2024, on CBS.

Public Reaction and Historical Context

Trump's campaign in 2020 had previously opposed the decision by the Commission on Presidential Debates to mute microphones during the second debate, following repeated interruptions during the first debate. This historical context underscores the significance of the muted microphone rule in this upcoming debate, reflecting ongoing concerns about debate decorum and candidate conduct, as per media reports.

The debate is expected to be a pivotal moment in the election cycle, offering voters a chance to hear directly from the candidates on a range of issues, with the new format aimed at providing a clearer and more focused discussion.
