What did Rahul Gandhi mean by "every city in Bengaluru"

A short speech that Rahul Gandhi gave soon after inaugurating Indira canteen in Bengaluru was full of bloopers. The embarrassing faux pas gave Rahul baiters another chance to mock the AICC Vice President.

During his speech, Rahul Gandhi confused Karnataka with Bengaluru. In his zeal to praise the efforts of his government in the state Rahul Gandhi ended up saying "every single city in Bengaluru". He repeated the line twice, "every single city in Bengaluru", without realising that he was referring to a city in itself.
What Rahul Gandhi intended to say, however, was that the government would set up similar canteens in every city of Karnataka. What came out of Rahul Gandhi's mouth, however, came as an embarrassment to the Congress. It did not take long for baiters to take notice and mock the Congress leader. Rahul Gandhi almost said campaign instead of canteen at least twice in his speech.
Rahul Gandhi who launched the ambitions subsidised canteen unit erroneously called it 'Amma canteen' instead of 'Indira canteen'. The Karnataka government was keen on naming the units after Rahul Gandhi's grandmother and former Prime Minister Indira Gandhi despite stiff opposition from other parties. Rahul Gandhi, this time around, however, was quick to correct his mistake. He immediately realised what he had said and called it 'Indira canteen'.
