B.Ed Holders Face Setback: Patna HC Upholds Primary Teaching Eligibility Criteria

The Patna High Court has ruled that candidates with a Bachelor of Education (B.Ed) degree cannot be considered eligible for appointment as primary school teachers in the state. The decision was made by a division bench comprising Chief Justice K Vinod Chandran and Justice Rajiv Roy.

Diploma in Elementary Education Required

The court stated that only candidates with a Diploma in Elementary Education (D.El.Ed) are eligible for primary school teaching jobs. The bench observed that the notification issued by the National Council of Teacher Education (NCTE) on June 28, 2018, specifying B.Ed as the qualification criteria for primary teachers, is no longer applicable.

Supreme Court Ruling

The Patna High Court's decision aligns with a recent order from the Supreme Court, which held that only D.El.Ed holders can be appointed as primary school teachers. The apex court had observed that B.Ed degree holders lack the necessary pedagogical skills to handle young children.

Reworking of Appointments

The high court bench acknowledged that the appointments made based on the NCTE notification will need to be reworked. The bench noted that the state is bound by the decision of the Supreme Court, as per Article 141 of the Constitution.
